It leaves you enough materials for you to survive when you are just starting out..
It is not a "shell" but actually provides everything you need for survivibility.
Remember that drones will attack as soon as you power up the base so make some metal pieces in your survival constructor and transfer all mats to the constructor in the base.
Make some ammo for the turrent and place in the ammo box as soon as you power up the base.

In my Workshop I have posted a good starter base that you can build at level 5 that includes everything you need at the beginning except water and H2/O2 generators. All you need to make yourself are an Assault Rifle and some 5.8mm ammo for it and for the Sentry Gun turret on the roof of the base.
Not sure what happened but there is some kind of interconnection between the 3 versions of that base that won't let you download (subscribe) any one of them without having first downloaded/subscribed to the other two...making it impossible to download any of them.
I have removed the dependancies and you should be able to subscribe now.

The buggy will get you going fast on any seed. Half a drill charge will get you to level 2, and this can be made in the factory in 20 minutes with starting materials.
