I think it's every in-game day that they refresh.

In the default sp game most if not all traders are set to a 1 real life hour reset timer.

If you are playing a custom scenario then you will have to ask the scenario creator, or use god mode invisible (gm iv) and check the timer, or check in creative with that scenario.

In the Ashon II start (vanilla) the space station merchands refresh if I go out of visual range and return, thus less than 1 hour. But this may be special with this starting scenario. It also means that if you play a mod like RE it may also be different, so in all cases you need to look in the gamefiles to be sure.

That would be a bug if so, and you should report it properly with a copy of the save.

It is only possible to set it to a time, and it is in hour increments.

It isn't possible to set it to a distance at all. So if that's the behavior you are seeing it is 100% a bug.

Trader restock timers are set on the trader block when making or editing a POI blueprint.
The default restock timer is 60 minutes.
Some traders will restock at shorter times (which they really shouldn't), but most traders will restock at either the default 60 minutes; or on some of the newer POIs will be 120 or 180 minutes.
Reforged POIs will usually restock every 180 minutes.

It is not set in hour increments. Any number in minutes can be put in the input box for the restock timer. Some very bad traders are set to 10 minute restock timers.

You are correct. My rapidly aging memory seemed to remember a dropdown selection instead of an input box.

Regardless, it can't be set to a distance at all.
So if japp_02 is actually seeing them reset based on distance as they claim it is 100% a bug.
I'm suspecting it is timer based though and they are mistaken.

I'm not saying that it's reset based on other things than a timer, I just reported what I saw when playing, so your explanation means that the timer in the Ashon scenario must be set very short, 20 minutes or less maybe, IDK.
I remember to have used this mechanic to get ressources at the station which I otherwise woudn't have got, like selling items to buy other things etc. To do this multiple times which I did the merchand must reset.

As a practical matter, discovering enough traders renders timers moot anyway. It's better to go to a different trader than wait.
