A video card runs hotter, I wouldn't have a problem with a video card maxing out at 75, 76C. But if it hits 80 there's a problem.
I expect something like that out of a game like The Witcher 3 (which it does fine with almost all settings at max), not this with the settings at medium so I don't lose too much fps....
Personally, I opened up my computer and got a much larger fan than the GPU could have, It actually doesn't roar like a lion due to having lower rotations per minute than the insane amount from the GPU so it's less annoying, and i'm pretty sure getting a better hard drive/GPU wouldn't improve the overheating issue. Also, why are we talking about hard drives? I don't think hard drives generate the most heat and make insane sounds unless it was trying to autosave a large save file. Perhaps your hard drive is attempting to save in a giant save folder? I purged all of the save files that I make in POIs in my single player which might've been 5 Giga Bytes for all the 30-second intervals I enter a new corridor. If you don't know how to quickly delete your save files, first rename the save files you will use in game, then go into steam's library of Empyrion: Galactic Survival, click on the settings icon in the top right, use the drop down menu to find 'browse local file location' inside of 'manage', and while the game is running in the main menu to bypass steam using the cloud, open the 'saves' folder inside of file explorer, shift click the inbetween saves of all your named files (Survival save/ Creative save/ Tutorial save) and right click and click 'delete' then since I believe the game doesn't like losing files after already rendering everything, exit and boot up the game again to avoid whatever weird stuff might happen.
And most or all GPU's can't be defined by a generalized temp range. Just go look up the chip and the specs. Many are perfectly fine in the 70's. Some newer chips can go up to 90c now and still be within normal operating range. Mine throttles at 82c. So 75 is normal for air cooled.
