Card at max usage indicates that your GPU is being use, nothing more. GPU are designed for this. GPU are also made to sustain high temps and throttle to not overheat and damage itself, they usually can handle temperature like up to about 85°C

I use a mix of high and low settings and I see GPU usage in the 30 to 40% range. OP, try turning off SSAO and reflections, and lowering the shadow quality.
Edit: and cap fps to a reasonable amount or use vsync
There is a trick some video cards can do to improve performance in empyrion (does not work for my friend, works for me). Assuming your monitor runs at 60fps, try this:
Set frame rate cap at 66
turn vsync off in game
set nvidia vsync settings to "fast" and force enabled
set frame-rate cap when the game is not in focus to 20

LOL uh uhh, if your running 720p maybe.
At best settings its not much higher except heat hit around 78C. I just need more cooling is all. But runs fine.
Since this room gets hot I keep settings down so room doesnt become uncomfortable and wife/kids complain lol Other then that isnt a problem.

I believe nvidia is intentionally destroying the performance of the lower priced SKU cards with bad drivers. You're wrong if you think the 2070 outperforms the 980ti

Though oddly on the 2070 there is a typo and says 1070.. so might need different spec sheet for that one.
A couple numbers do look better on 980 ti but thats just 2... Cuda cores higher on 980 ti??
Had the same issues here few years ago, i bought this dell gaming pc and turned out ♥♥♥♥, cause only had one little fan in it and kept heating up, then CTDs.
So i build another one from scratch, that dell pc had pretty decent cpu and good video card. Idk if these people understand what gaming rig mean when it come to overheating. Believe most were India employees based on Dell, they will rip you off though.

First day I had it it over heated doing GOOGLE search! And no not for adult stuff lmao
I use MSI afterburner just to monitor pc stats and it went nutts screaming every time it over heated which was constantly. Litterly gave me head ache.

EDIT - Forgot to menthion liquid cooling on the CPU. And.. 5-6 fans. And plan to get radiator for GPU soon :-)
