come up from the floor infront of them and with a rocket launcher, or plasma gun, keep jumping up through the hole you make to fire off rounds - they will shoot and hit the floor around you, but should give you enough time, shielded somewhat by the floor pieces, to destroy them.
Save beforehand, so you can reload if you fail.
You can also try breaking through some blocks down the backside of those turrets from rooms above, and thus bypassing them completely.
There is another turret further in, be careful :)

I got in my SV, and took a hovering position over landing pad 2. Below landing pad 2 is a 1st basement floor, then below that is the test fire range, housing those two nasty turrets.
I fired my rockets at the floors until I made a gaping hole, angled my SV and blasted the hell out of the turrets using Area of Effect, by keeping myself blocked from sight behind the floors above and firing at the ground next to the turrets.
Once they were dealt with, I landed the SV inside that chamber and got on with gleefully collecting all my stuff back from my backpacks and moving deeper into the factory's lower levels.

I get a 404 when I try to view the image in the original post. But I should mention that structural integrity's effect on spawners flip/flops back and forth from game version to game version.
Basically, any advice about what works or fails, what is good, or bad, depends on game version, and most of our experience comes from older versions.
