Report a translation problem
None of the med items need to be unlocked (unless your are playing a scenario, in which there are some advanced items that need to be unlocked).
Have you collect Plant Protein and Fibers? Those are required to construct it.
If you press TAB, you'll see your Suit Constructor, in middle-tab, and mid-upper RIGHT. There is the Bandage. As long as you have Plant Protein and Fibers, you can make bandages
Given the above two comments and my past experience I can only conclude that my game is bugged. Will try starting again. Thanks.
Odd. log out and restart and see if it fixes
Are you near the north or south pole or near the seam the sews the East and West of the map together? That might disallow you to make something.

If you're seeing anything different, it's not that the game is "bugged", it's caused by the game's data files having been modified directly and extra constraints added to bandages. Verifying files will correct that, because Steam will sense that the files have been modified and replace them with the (current) originals. I am very familiar with this, since I modified the game files directly for years - with NTFS symbolic links - before finally switching to a personal scenario for modding.
