Admin/GM/Mod - what's the difference?

I ask because i'm unsure if there's a hierachy where one has all the privileges of the other, and if so which one is the highest rank?

My Google-Fu isn't finding any answers, just how to set the ranks 3, 6 or 9 in telnet. I'm not sure what 'privileges' each one has.

Can someone explain briefly or point me in the right direction? I want more info than just 'how to' give myself privs on my server.

Type Help into the console, each command tells you the minimum privilege needed to use the command.

Think of it like a tabletop rpg in a store:
Admin is the store owner.
Mod is the clerk.
GM is the guy renting a table to run a game.
