Can't launch in offline mode

Steam is in offline mode, I launch the game, the spash screen appears, the loading bar slowly crawls forward... and that's it. The splash creen stays up, and the game menu never appears.
What must I do, in order to play offline, other than setting Steam to offline mode?

I only play in offline and what you have done is it. I will say my computer is totally offline as well. Do not know if that effects it or not.
Have you tried doing a verify file integrity? It may be somehow files are missing.

And then when you reconnected and start a single player game, it works normally?

I found the problem. I always tried launching with the launcher, except the launcher doesn't launch...
So I went into the directory and doubleclicked Empyrion.exe. That did the trick.

This created a different problem though. I want to play with Eden Reforged, but despite the mod being on my drive, the game launches without it. Is there a way to play Eden Reforged offline?

When you play offline you will not have access to the BP's and scenarios you have subscribed to. The way to fix this is, all of the BP"s and scenarios are in the steam workshop folder. I am not at my gaming computer at the moment so I can not tell you which one it is in the WS folder, all empyrion downloads will be in one folder.
You can open the folders then see what the item is in there. For RE I just find the empyrion folder then look for RE icon inside. Now when you find the scenario you want you have to copy the folder, goto empyrion saves folder there will be a scenarios, paste it in there then rename it. Do the same with the BP's you want to use, there is a BP folder in the saves. Sounds hard but after you do it a couple of times it gets easier.

I just looked and the scenario folder is under content.
Will add the file numbers for you in just a sec.
the empyrion workshop folder # 3833120 found in the steam workshop folder.
The RE folder # is 2550354956 this file you will find in the empyrion folder along with any BP's you have sub'ed to.
