I haven't been able to figure out if it's a bug or intended. But at least while the problems remain I've been getting meteorites in spite of the 10% left in 1.8.
Since I'm a huge PVE-er, and play mostly solo or with a friend, I'm hoping it has some good PVE content. A lot of what I've read from other people seemed to be about servers.
Small HV drills actually have the same radius, but they're easier to handle. Large HV drills, i'm starting to think they're just straight up better on planets, and competitive in space.
But, they're also much more difficult to mount due to their large size. They're the only 3x3 fixed weapon, and very long.

Biggest issue is just how long the dang things are. A good miner, whether HV or SV, need to be short and compact to maneuver in tight underground spaces. So I keep a useful shape and maintain visibility, I had to set the drills way back on either side.
Results so far is that even just two large drills will gobble up rock and ore with gusto. Only real issues are that terrain sometimes gets weird spikes in it where it reshaped incorrectly, and the drill model clips outside its collision volume and looks silly.
