I believe it is at the Font of Knowledge (Camp) - there is somekind of alien sculpture thing and you just have to stand on it. It lights up and should trigger event at which point it gives you the key matrix.
I am not sure if the Matrix Key requires you to trigger the quest log from the computer terminal from Tash or not, so to be safe, access the computer at her campsite and read all the logs, and do not forget to take the datapad inside the Quest locker. Each moon has a different campsite, they are not all located close to obelisk or Fonts, so you may have to search them out. Some are outside like on Akua, some are indoors like on Skillion (inside crashed ship Opportunity).
Now you need to go to the Font of Knowledge on your moon. Stand inside it until it powers on. After a second or two your task log at upper right will say something like "...generating". Then you will have the Matrix Key in your inventory. It looks like a datapad. You should also get some story text from IDA about updating your datapad.
Now that you have the Matrix Key, you need to keep it in your inventory to allow you to open the door on the Obelisk. If you put the key down inside a storage somewhere, the door will be closed.
Each Obelisk has multiple teleporters to allow movement between the moons. So you can complete the Tash story and gain access to materials not native to your moon. Some moons are more abundant in certain resources. Also some moons have unique features worth locating, like the Pirate Trader on the Barren Moon, or the Talon Farmers all over Akua.
Make sure you are at the Font of Knowledge, NOT the Activators.
