If you saved with a lock code on the template, that will usually interfere with the repair bay.
Only issue is if those blocks get destroyed, then it will not replace those blocks. The repair just ignores them and repairs\replaces the rest.
The only catch is, if you do not 'save a repair template' before you need to repair.
Blocking can be caused by
(1) other ships docked to it (most common cause, do you have anything docked to it)
(2) Player too close
(3) other ships (including the thing with the repair bay, clipping into the repair area
Thats the repair area, no other ship in it, the repair area ist just a bit into the platform but thats not preventable since ships dont float if no one is on them so i cant keep it into the air
(its why I always use space repair bases (and ones with the repair block floating way about the base, so it can not clip)

And there is no SV. HV or anything docked inside it? I can't see any reason clear reason why its not repairing, but the repair 'box' is yellow instead of green, so its not happy about something.
You could try setting it to auto repair and lift the CV off the base by a few blocks and if you are fast enough, it should start repairing before it 'auto' lands
i spawned an orbital repair station now where it could float above the repair bay and there it was working fine.
