File verification after deleting cache should be enough to get it running, given no fundamental issues with PC software , ie, conflicts.
Are game log files generated?
If game log files aren't generated, what does the Windows Event Viewer logs have to say?
One or multiple of the above holds the answer to why you are crashing. Not much we can really do without a complete picture of the problem.
Got backround programs running ?
No virus , done a scan lately ?
We have seen many PCs with high spec, well above spec, fail at this game, there are some querky set ups that the game just doesnt like and its a 1 in a billion to hit on why that is, we havent found out yet but we suspect software not hardware.
When you have game running, pop into WindoWed mode, so you can see taskmanager and desktop, and just have a look at taskmanager, in the performance tab, and look at the CPU useage for OTHER programs and just see if something else is spiking in the backround.
While you have it in window mode, take your character to a POI raid and monitor your graphics card, be sure to have a temp gauge up on screen so you can see it while you play, both NVidea and ATI have free programs to do this, along with many 3rd party programs that can do it free also, if temps go above 75 it will start to artifact, even if if they say it can go to 100 degrees, they dont last long at that temp or operate properly, keeping GPU tem under 70, is life.
You can check for conflicts, Choose Start > Control Panel. Click System and Maintenance, and then, in the Administrative Tools section, click View Event Logs. Double-click Windows Logs in the Event Viewer, navigate through tabs check for conflicts and any other issues you might find, and you might fond some with other programs completely unrelated to Empyrion also.
If its just server connection thats giving you issues, try re-installing EAC.

It could be a privilages/write permission issue as @wimpy said, could be RAM issues, corrupted Windows system files, or a PC settings issue.
I only ever have that issue if I have to many things open in backround while playing, which in effect is using chunks of RAM.
Any open webpages or other programs can do it.
Faulty sector on the RAM itself can do it.
Not enough RAM, forcing PC to re-write to RAM constantly on the fly can do it.
A dip in the mains power supply can do it.
Do a windows repair incase you have corrupt Windows files.
It should not change anything else.
When you re-installed it probably deleted your cache and save folder saving you a few gig.
But did not solve the actual problem causing it.
How much RAM do you have ?
And what graphics card do you run ?
Try streaming with Discord again while playing a game and check if the crashing in Discord issue is fixed.
the game Itself seems to crash when the voice chat of Discord is running nothing else.
ALso There is No hardware accell under Appearances.
So whenever your using Discord with any game you are literally streaming Discord into your system.
Discord is one of the better streamers, some stream systems try to pump adware to you, over loading the connection, lagging out other connections, Discord was built around gaming so is the better choice using the least bandwidth.
If you have a very limited net connection, like a low speed plan at ISP, Discord or any other streaming system is bad for you gaming.
In Australia, that issue starts to vanish when your speed gets to 100 megs or over.
Not sure about your countries net infrastructure but if your in US its a mostly optical system with well over 100 megs of raw speed.
Have you tried setting Discord up , so that it has its own dedicated ports on the modem ?
Because what you describe sounds like a channel issue on modem, if discord is being disconnected when game tries to connect to MP game or tries to ping server list even, then thats where I would start.
Define a rule on modem for Discord.
You will need to reboot your PC after setting all of this up, that should get the registry in order and then test it.
Then start game again and test it, run game without Discord first, get game running, then start discord and test it along side game.
