The caveat being of course that we are talking about games where the ship and player exist as fully simulated 3d objects moving on a 3d playset.. of course if you "enter hyperspace" or something and transform the ship into a static map / playset of its own, you can do it trivially.
But there are basically zero games that let you be a 3d object moving on another 3d object in 3d space.
Star Citizen was designed from the ground up to allow you to do exactly this, and players STILL glitch through moving ships.

I'm sure the list continues over the years. At the end of the day, it isn't a matter of is it something that has happened in a game before? It is a limitation of the engine the game was built with from a small indie developer. Designing their own engine was more than likely improbably and it takes a lot to learn new engines line Unreal or Havok. Unity is a decent engine for small developers, just not as complex as what you are asking. Give them some credit though, they have done a fantastic job with the tools they were given.

Empyrion uses the same engine as Starship Evo, Raft, Guns of Icarus, and Worlds Adrift. Also, Airmen.
In raft the raft is the center of the universe.
So the ship/raft doesnt move, its the world that move
(a fixed in high and angle world with 400m renderdistance that start to become laggy when the raft is arround 50x50x10 Blocks large)

Guys we all want the same thing for EGS but the end of the day walking on a moving vehicle of any kind is very hard. Every run on a treadmill? Pretty much the same concept but where as one person can run on a treadmill for hours another could fall on their face and be seriously hurt. So where say my PC may run the game with moving on a ship that is moving out there somewhere is someone with a less powerful PC that would not handle it. So devs have to consider that over the demand for such a feature. Besides a better AI system that is more of a challenge would be a lot more popular considering the huge PVE/SP population in this game. Would rather see that Star Destroyer size CV need a AI crew over being able to walk around. It is not like you are forced to spend a lot of time traveling like in SE where it is 10 minutes to another planet with a Speed Mod.
Cos you need to be able to see where your going when you get close to target or destination, so in SE, and I have around 3000 hours in that also, I never really found it to be much use anyway, it is ok for keeping a ship from being a static target but thats really all I found it useful for, and being SE was SOOOO limited with its AI that hunts you, very little reason to even need to use it in that manner, so how much use it would be in this game, to me, probably not much, to others I dont know.

Besides this except the few times you travelk to a Asteroid at the end of a system you hardly ever have time to leave your seat. 5 Minutes after this would be implemented the first thread would be "We need a alarm system, lost my ship to a dreadnought that sneaked inmto me"
