Hover Engine vs. Ground Repulsor Engine
I though Hover Engine is a better version of Ground Repulsor Engine. I removed firstly 2 engines (HE instead GRE), was working fine, then next 2 engines. After this (4x Hover Engine), my HV do not move...

Do these engines have different tasks

Yes. I playing my first (after half tutorial) game. Hard mode, hard enemies, large planet. This is (still) my first play. So I got this Hover Vehicle and as I got some extra XP, I am trying to make it better.

I thought that instead of starting 4 GRE engines, which have HVEngineForece = 15kN, I will give a HE engine, which (on paper) has 200kN (13 times more!), the whole thing will be better. Nothing here, he didn't even want to move. So it follows that HE has a completely different use, probably as an addition (not a replacement) to the GRE.

The hover engine does replace the ground repulsor but the hover bike isn't real good except for scouting before you get the SV, after that the hover bike makes for a good tree grinder with the harvesting attachment and a controller with some expansions. It's not the best but it works early game. Most vessels that you find are just to get you started but are far from the best. The better vessels are from blueprints that other players make.

The main advantage of ground repulsors is economy. They're cheap to make, replace thrusters and RCS, and run for a long time on biofuel. Disadvantages are comparatively low lifting strength and inability to recover from submersion. They're very good for very small HVs.

Hover engines are much stronger. They're suitable for HVs big enough to have their own thrusters, which is not very big at all. It is entirely reasonable to forgo ground repulsors for hover engines and thrusters built in a portable constructor. You can also install an HV constructor to make larger thrusters. The only issue is increased fuel cost, and that stops being a great concern once you find a source of promethium.

Yeah, ground repulsors are a sort of combo-thruster which gives you both lift and lateral movement. Hover engines give you lift but no lateral movement. You will have to add your own thrusters to be able to move. Ground repulsors are a simple starter item; hover engines are for more sophisticated builds which need more components to work in concert. I think an RCS is not required, depending on the ship design. I have replaced the repulsors in the starter derelict HV with hovers and added some thrusters and it worked fine without an RCS. You should put on the hovers/thrusters and see how the resulting vehicle turns; if you can't turn well then you need an RCS. I think it's a matter of testing and tuning.

Green engines have torque and force so you dont need thrusters on small HV's ( they do not hover over water ) This makes making a small hovers very cheap and easy.

Blue engines have a much greater lift amounts and function on land or water. You will need thrusters to achieve force and torque and possibly RCS depending on thruster layout.

So tiny or starter green , very small mix 4 and 4 green and blue maybe some thrusters.
Medium + blue engines and thrusters with some RCS.

green engines (Ground Repulsors) DO work on water- unless you are in a custom config server that doesn't allow that. Stock game it works- mind you, for a version or two they didn't allow Repulsors to work on water. It's back now. Used them today myself.
