This is only partly true... If a player is in the control panel, then no other player can access it.
This becomes very problematic when you have a crew of more than 2. When 4, 5 or 6 players are all trying to do the things you describe, then they will often be unable to access the control panel. For player groups larger than 2 people, this game becomes unplayable while a CV is in transit.
Lets say you have a party of 4 players. 1 person can fly the ship, 1 person can access the control panel and the other 2 players just get to sit there and do nothing except view whatever their seat is facing. If they try and get out of their seats and the ship is moving they get flung out. This really needs to be fixed as players often want to play with their friends, but at this game's current state, this type of gameplay is discouraged by the design of the game itself.
