If you used a factory design, you can dismantle the HV and dump the parts in the factory, top up the missing materials and reproduce the HV.
If you have not lost any blocks, you could use the multi tool in repair mode to fix each damaged block.
Press P and in the first column at the bottom is a box labelled save template all you have to do is activate it by pressing it then leave it alone unless you upgrade the craft.
Make sure you save especially before a mission helps prevent disasters and loss of hours of play plus, copy saves before you use them because once you use them they are overwritten and lost forever if I make a save i always do it twice at the time.
There were some POI's, sometimes abandoned, that had working repair blocks that could be used although you might need to add fuel to the base and perhaps place your core in it however, I don't remember seeing them for quite a while so perhaps they were removed from the game
