It will either be a higher tier or devices that add even more points to the existing tiers, or both.
What you cannot do is increase the scale of each usage/load tier. Once upon a time Cores had a CPUOut value assigned to them, but not any more (or if it is still there it's hidden to modding).
This game has always left it up to teh server owner to decide what features and performance levels things are set at.
Thats really how it should remain.
The server owner can turn CPU on or off for the server.
I doubt it will ever become something the devs force on server owners.
As you said, the game leaves you with options to set what you want. So use them.
The most important thing is to have game challenges matching that of the potency of your spaceship, so end-game planets have POIs and loot appropriate for end-game.

I just build them in a long term process, and then play a singleplayer scenario with them where i can just cheat them in
