Rotating objects?

Is this a thing, can I rotate an object before I place it?

yes, you can rotate most things, but buildings are limited to east, west, north, and south nowadays.
I use Del to select the axis of rotation, and End to rotate.
Page up and page down adjust the height of blueprints when you place them.

If you play solo or control your own server, you can use console commands to precisely position and rotate structures, regardless what compass headings the game now tries to enforce. Allegedly that restricted rotation helps dynamic NPC patfinding in structures, which will probably become important in the next major version release when faction NPCs are rumored to evolve the ability to invade and take over your own structures.
