Report a translation problem
Just disconnecting my Gamer Laptop (which reduces CPU speed) makes the game pretty jerky.
MP suffers more than SP (and depends on the server).
The developer team is improving the situation in the worst cases (one of the recent patches fixes "CPU spikes") but for the full-power optimizations we will probably need to wait until later.
It makes sense to focus first on the game mechanics and to finalize the important features before opimizing the GPU again and again.
Apart from not having SSD mine is almost identical to yours. I've been using computers for about 30+ years so I know exactly what I am talking about regarding set ups. I also know exatly what is meant by EA. Thank you for being very condescending.
The game being unplayable for me is not an opinion, it's a fact. Even with minmum settings the view is very shakey. You cannot play a game like that.

No jerkiness here, avg frames could stand to be better but they are at an acceptable 50 to 70
I'm experiencing some graphic artifacts which could relate to the engine currently being used. I don't think it's your machine but it might help to bug report it.

Bound to have little issues like this pop up through development from time to time.
As an owner & player of several games in EA i guess (based on past expirience), that the game will first get worse performance from update to update untill they do a dedicated "cleanup" session, also known as a performance improvement patch, which will make it run better for most players.
Why does the games' performance get worse instead of better right now, you ask? Imagine a table on to which you put stuff. After a while of just putting more and more stuff on the table - which is going on now - you get a crowded and barely useful table. For the table to get useful, you need to do a clean-up & arranging session, in which you spend some time only sorting and arranging the stuff already on the table. After that, the table will become useful for most people, unless they have a too big box (as in a PC with too low specs) for the cleaned-up table altogether.

I think most people are not having that huge of an issue, so it must be something unique about your system. I have 2 systems and it runs fine on both. That said, there are a few short blips every now and then, about 3-5 minutes, perhaps 100ms freeze.... really just an annoyance. I play SP and MP and really don't have issues with either, aside from a rare resync issue when changing playfields a lot.
Last night i did start a voodoo V3 game and had an incredible studder to it that lasted maybe 30 seconds, then was gone. Perhaps building terrain. It sounds like what you are experiencing, but all the time?
To me it sounds like you are running low on available RAM, and its thrashing, or the CPU is being heavily used for other tasks. Do you have any other programs running at the same time? Perhaps try to restart windows and turn off other startup programs?
Other things to try: check for virus or malware. Maybe someone is mining bitcoins on your video card :D, See what other processes are running that might be hogging RAM or CPU cycles.
How big is your monitor? If its huge it might make an impact because of more pixs to push around. Try playing the game in a smaller window?
As far as optimization is concerned, that will be one of the last things to be done. They would be foolish to optimize now, as it makes development MUCH harder after optimization. Its one of the key rules in softward design, don't optimize too early.
