I backed the game up and have been playing version 6.7 instead.
7.0 is a bust, and maybe I'll change my mind with 8.0 when they add some more features that tie together what they added in 7.0 a little bit better.
If you are on Akua, you should look a he Asteroid Belt instead, as there you can find cobalt asteroids that you can mine ;)
It's only linear if you have no imagination.
I've got this one on workshop designed to mine asteroids with player drone from inside, although I'm sure there are better and cheaper ones on there that don't take cobalt.

You can also check POI's, kill drones, or mine more rocks.
Also some SV's only need a little cobolt.

Best idea IMHO is, to craft a ship for yourself and not use blueprints. I always do it this way.
My own in system ship, for example (according to the infos in the P-menu) requires 7 cobalt-ingots. This would be craftable with access to just 5 cobalt ore (as 5 cobalt ore gives 10 cobalt ingots) ... so with 9 ore you would have enough for crafting
(giving you my blueprint would be useless however, as I already upgraded its outer shell to hardened steel ... so, if I would publish the blueprint of the ship in its current state, it would require lots of Sathium)
And we all have to have a place to vent. These blogs help to find answers for the players and designers
And Proteus, first rock I came across gave me 10 Cobalt ore (20 ingots).
