but.. "missing privilegs" .. you dont start as Windows-Admin?m when yes, i think this is the Problem
All of my games are under C:\steam or C:\games for non-steam games and I never get update problems. There is never any need to start anything as admin.
I have also had AVG antivirus, Avast and Panda Antivirus updates cause them to block steam processes and game permissions.
I don't think that he is having a problem from having steam and the games install to the Default location, but I it could be possible.
I am not doing anything unusual when updating a game, Steam starts the download and normally updates any game (sometimes I have to press Play before the update is installed).
With regards to Administrator, I logon with an account with administrator rights. I was just confirming that the error 'mising file privileges' is correct. Somehow I loose access rights to the temp folder. I am fairly certain the update process is causing the error, which affects other *Steam* games too.
I am using the free version of Malwarebyte so that should not cause a problem as it is only run manually, which I have not done for a while. I do use Webroot, but I can confirm it has not prevented any process from running.
I did recently install the latest version of Win.10 ver. 1709 build 16299.19, which I think coinsided with a Steam update. Maybe this has caused a problem and I should just completey remove Steam and start again? Not worried about loosing saves or redownloading games.

I have never had this problem myself, so I'm guessing based on what others have said and how it was fixed for them, hopefully some one who has actually had this problem will coment and tell you how they fixed the problem.
That said, A reinstall can't hurt, but if that doesn't work I would suggest removing your AV and Malware protection (temporarally) and testing the update again.
This might not be the issue, or it could one of the issues you have without realizing it.
I had even given steam full permissions and still had the issue, only fix for me was to make sure steam always started as admin.
