So, just the question over whether developing the starter base is any different better/worse than using your own starter block to build one from scratch. Any current info appreciated - cheers.
There is one differance. When you build your own base the base attack drones will start coming to attack it. I have never seen them attack the starter base.
The base attack drones are good and bad. Good to shoot them down and loot them, especially early in the game. Bad in that the moment you put down the starter block and start a generator, they will come, ready on not.
On the harder planets often the Patrol vessel is triggered to come at the same time and this can be a very serious situation to deal with.
I suggest living in the starter base and prebuild everything you need for your own base complete with turrets and ammo, then when ready, put it down quickly and arm it. Then build away.
Or you can live in the starter base and rebuild it over time. Either way works.
Tonight in our first co-op game I think we'll faction together and stick to our starter base(s) till we're ready to defend ourselves as advised. I do like the idea of having to defend against drones but was concerned I might be missing out on something else by doing just the starter base (as I am doing in my solo game).

IIRC faction assignments are 'sticky'. meaning if you change a building or vessel's ownership between pubic/private/faction-owned, the next thing you build inherits what you just set. IIRC.
Access control is handled via faction membership and locks.
[*}Items which are locked with the code 0000 are considered public access and will allow anyone to access them.
It's also important to note that docking to a base or CV requires that what you are docking to it matches the same ownership, i.e. if you have a private small vessel, you can 'land' on a faction owned CV but your docking gear won't engage to lock you down and the CV will refuse to move without all the ships touching it being 'docked'.
This can actually be helpful in some situations but would definitely limit your ability to adventure with them if you are both planning on having your own ships and also riding along with each other if you aren't in the same faction.
So I'd recommend that you both join the same faction, and assign things that need to be shared to the faction while keeping the things you want to be 'yours' private (i.e. if you want your own 'home' separate from theirs).
Instead of worrying about fuel and charges, Get a hover craft and throw a ♥♥♥♥ tonne of drills on it, makes life so much easier, i will never drill by hand again because its slow and HV's can mine 10 times the amount because of the many drills, servers have a maximum amount of drills you can have on one vehicle.
Yes, a well built hover-miner will clear out a 10,000 ore deposit in less than 10 minutes. Save the largest deposits for each ore for an autominer (because the autominer determines how much ore it'll dig up per hour by the 'quality' of the deposit and that's directly tied to how large the deposit started as) and dig out one or two of the mid-sized ones for each ore and you'll be set for a good long time.
Also definitely planning to get a hover miner asap. I did get an HV in my solo game but was put off a bit by the fact it let my factory spawn me an HV that I designed in creative that had components I hadn't actually unlocked in the tech tree yet. In creative it said it was a level 5 vehicle (I am lvl 7) - so I went for it as I had the ingots required for the build. It was only later that I realised I couldn't have built the thing directly in survival mode due to my lack of research. Felt like cheating so I have parked it up ready for use when I finally unlock all the gear!
This is a very good game though - soooo addictive :)
