The Steel Blocks S & HardenedSteel S are only for SV's & HV's.
Once they did what Apha 4 they changed it so the HV and SV are not the same as the CV and BA blocks. HV and SV are 2 metal plates and CV and BA are 10 metal plates. It just makes more sence not going to place huge blocks for a HV,SV same with the CV and BA not going to put small blocks them. in a normal world you could I guess just take a lot more to build a wall.
or just make some concrete blocks. Collect some crushed stone to make it.
Get the multitool equipped then right click & in the radial menu select Disassemble then shoot the large constructor with the multitool & it should go into your inventory.
If you want to make your first base out of steel, you will have to go drilling for iron. Same thing as rocks/cement, except you can't just collect iron from anywhere. You have to go to a iron deposit. But my point: the raw materials go a long way. Just a mining trip or two and you can build your base.
