charm bangle / ward bangle in emperial dinner in vector

there are very few games i know quite as well as ff6, and to say that i don't understand something should be worthy of a discussion. i've done the vector "talk to the guards and have supper with gestahl (spoilers) supper about 8 times now, and I can't seem to get the ward bangle / charm bangle. i've even gone so far as finding guides on how to do this scene right (which i shouldn't have to) and i can't seem to get past tintinnabulum. i don't intend to use the charm bangle, but i have a huge problem with not getting the best marks in this particular discussion. anybody have any idea what i'm doing wrong? i've talked to the 24 guards, fought the 4 encounters, answered the questions as:
To our hometowns, Leave him in jail, That was inexcusable., Why'd you start the war?, Celes is one of us, Why do you want peace now?, Why'd we have to talk to your men?, Okay., Yes, the Espers have gone too far., (Select the question you asked first), Take a break, That your war's truly over., Yes.

for some reason i'm failing this hard. anybody have any ideas what i'm doing wrong? i can't fathom it.

Edit: I notice you do not mention fighting the guards when you take the break, which must do (within a two minute time limit) to get the points for the break.

You didn't repeat a question did you? Did you select the correct question when they ask what your first was?

Ah yea, I forgot to mention I did fight and kill the special forces at the table with at least 90 seconds remaining. I asked each question once, selected the first question I had asked correctly. I've definitely pulled up many guides. I don't think this is the first time I've failed it and had no idea why, but definitely the first time playing through with the Steam community at my back.
