You will get King of Beasts after the battle where you acquire the 253rd Rage. The game will check your Rage variable against the one it has with everything completed.
In the Gau Bible, read the Veldt Battle Formations section to get an idea of where each monster is in the Group formations (it will REALLY help to understand this if you want to learn Rages efficiently or get King of Beasts as fast as possible) and how you can reroll your Groups so that you can get what you need fast.
But I would suggest only getting hte Rages you will use in battle now instead of just acquiring everything if you are planning on using Gau for the game, especially if you play on Active. Cause the last thing you want is to waste time looking for a Rage you want out of a mass list of 200+ (believe me, I had to do it on Omega Weapon and Kaiser).

On an off note, Siegfred and Typhon are worthless Rages (former has 8 weaknesses and living Flare, even though Rock Slide and Meteor crush it and latter harms your party if you dont have Deathproofing). Tonberries would have surpassed Stray Cat if it was usable (Attack x 8, status immunities and absorba Water).
But your reroll method sounds different. Cause the mobile version Quick Save maintains the group. You just need to do a non-Veldt battle to refresh it. I remember it worked on the GBA for some people.
I know both versions completely randomize if you hard Save and Quit. Snes it would add 13 to the group.
The order is like this:
-Get closer to the pack that i need using save (yes it puts you in random monster packs but i keep the ones that are closer to the one i need) and quicksave
-Battle and check what i got, alt+f4 if i dont get it.
-Continue, battle outside veldt x1 (yes this time it works), battle in Veldt and check what i got, alt+f4.
-Continue, battle outside veldt 2x, check veldt.
-Loop (2x battle outside then check veldt).
