The Flee ability merely guarantees a 100% success rate.
Each battle formation has a percentage of success to escape, early battles usually have 70-100% rate. As the game goes, tougher battles will have lower chance to escape, even dropping down to 1 or nil chance. (Bosses have 0 chance, but there are a few enemies that also won't let you escape, even with Flee ability)
Now the mechanics of how is determined you'll escape is that about every 20 frames (or 3 times per second), a random number will be compared to the chances of escaping, if successful you'll run away, if not it will continue trying until either succeeds or you cancel it...
The faster walking speed combined with 8-way movement makes navigation in this game significantly faster than other versions, anyway, even without the extra level of speed.
