Everything is working as intended. The big issue is the way they intended it.
When you have no enemies on the screen, the attack command does not work and it redirects the cursor to "row" instead. What happens is: You defeat the last enemy while trying to give another attack command. But since his death animation has started, the cursor goes to "row". The cursor is memorized and in the next battle it starts on row instead of attack.
