LMFAO, if you get wrecked by DH as a nurse you're just a bad nurse, I rarely get stopped or slowed by DH as a normal slow killer let alone as nurse. Get good. DH is not hard to counter.
Nurses are fine, most aren't that good with her to begin with, the ones that are usually are sweaty af and slug for wins that's my only issue with them and it's not with the nurse herself it's with the people who main her.
In your first chase you should read how she blinks and how she mindgames as well, and act accordingly afterwards.
You cannot loop a Nurse as if you're looping a pig.

I think all killers should be on-par, high or low difficulty. I don't see them ever being able to balance Nurse unless they rework her entire concept. As it currently stands, balancing her would mean either making it extremely difficult for newer players (to the point no one will want to use her) or really OP at high level.
It seems like most high level players gravitate towards killers that ignore pallets (huntress, pyramid head, spirit, nurse, trickster, demo, billy, bubba)
She test both sides mind game skills and i honestly see nothing wrong with that.
She is the only killer that incentivizes both sides to rely on their brains instead of their perks.
