"But I don't want to use a perk to counter a single killer."
You use small game to counter hag and trapper.
You use Spine Chill to counter the stealth killers.
You use Calm Spirit to counter doctor and infectious fright, a very popular meta perk on killers such as billy.
They won't nerf him because he was crap before and even more annoying back then. I play solo at red ranks just fine especially against him.
Most Doctors are pretty predictable as to when they'll use it, it'll either be if they know lots of Survivors are nearby, or if they don't have a Survivor to chase and suspect one might be hanging around.
If you think the doc might use it, hide in a Locker, and it'll ignore you. Then you can keep playing with the knowledge another Static Burst won't come for about a minute or so. The best medicine (pun intended) for Doctor counterplay is good looping however, as he is mostly an ordinary M1 Killer and his only advantage is his ability to temporarily deny Survivor animations.
Also, no, Doctor is far better now than he originally was. Madness is a much less confusing mechanic now and he has to wager his Static Burst instead of finding Survivors for free passively.
Note: Re. Calm Spirit, do not use it.
While Perks/Addons that counter specific strategies are to an extent healthy for the game, we shouldn't be using things like these as easy answers to questions. Especially when a Perk/Addon has a high chance of not really paying off. Calm Spirit is a nice anti-Doctor perk, but it's terrible outside of fighting Doctor and has a very low chance per match of actually doing anything beneficial, while a better perk will almost certainly be useful in every single match you bring it.
As a community, we shouldn't be saying "just use X". Counter perks are nice but mechanics should always have counterplay outside of Perks- I think my and some other posts here have indeed done a good job highlighting that Doctor has some. Don't use Perks to just dismiss people's concerns, otherwise I'll have to inform you that you aren't allowed to complain about flashlights ever again because Lightborn exists.
No one uses small game, and if they do they use it for totems.
Spine chill works against every killer and there are more stealth killer in game (like 6 and doctor is only 1) plus the bonus

He's totally op not in every aspect but op in chase,support and detection.
Chase : now just spam m2 for 3 seconds survivors are useless
support : wanna heal someone or clean this hex ruin ? Nope one shock and your madness 3 better than franklin's demise
Detection : You lost the survivor ? No problem jsut blast the zone and have fun
Before this only weaknesses (and requires a bit of skill) was he needed change his weapons to hit.
Now it's ridiculous, some main killers will argue he doesn't have map control or oneshot but let's be honest he's at least top 5 powerful killer on the game.
2. After he shocks you , he has a 2 second cooldown that he can't do anything (even M1 you). Use it to your advantage.
3. A Good Dr will wait just the right time to shock you so you won't do the pallet drop. Don't be greedy and just drop the pallet after 1 or 2 loops (basically -1 loop from what you were doing before)
Unlike others , I would suggest that you do NOT use Calm Spirit. Use your regular build and Dead hard. Dead hard is not affected by his shock.
I would like to see him like he was before, it was way better than now...
