Spine Chill is fine on its own, but I only use it with Resilience. Not only are vault speeds faster, but you can open the exit gates crazy fast yourself if you're the last one alive. Spine Chill is also nice to have against steal killers, Spirits, and just in general during chases to succeed at mind games.
Inb4 spine chill gives you 0.03 secs bonus from fast vaulting, game changing right?
The "real deal" is the fact, that you get 6% more vaulting speed while the killer looks at you (which is 90% of the time when you're in a chase) making you get windows or pallets without getting hit. That combined with the perk resilience for example (9% boost to actions while being injured), makes it to a 15% increase in vaulting (and other actions).
It also helps completing that last bit of a generator 15% quicker.
