If they were green in lobby then yeah, lagswitched or speed hacks.
Just because the ping was green in the lobby and the lag was high ingame doesnt mean he is lagswitching
Second, with every lag he gains more and more distance, like he's running with permanent SB. It's not possible because of a bad connection

Wouldn´t be the first time windows decides to download an update while playing dbd.
Sometimes people just have bad internet that causes this to happen. They may not even realize they're getting an advantage over you.
Best thing to do is report them with the in-game report tool and say that you suspect something was going on. If they ARE lag-switching, chances are good that others will report them as well. And with enough reports the Devs/ Support Team will be able to act.
But,if you are unable to catch him,he is probaly speed hacking.
no one can truly know if someone is intentionally lagswitching unless the person admits to it.
Report him in the report forums and send the video.
