People complained about it and got it nerfed. Nowadays the flick refers to the few seconds of increased steering you have at the beginning of the chainsaw sprint. You can use it to catch people trying to circle objects to avoid your bloody love.

Back in the days, it was what cancerkid5 stated.
Holy crap that seems something quite strong :D Sadly cannot be done now..
They said it will "eventually come back as a proper feature", knowing it would never.
He isn't too far off, but the way it actually worked was that at the end of a chainsaw, you could flick the mouse left or right to swing your chainsaw in that direction instead of immediately infront of you. Allowed you possibly catch somebody who dodged you at the last second. Actually took a bit of timing to get right and had earned the Billy the nickname of "Skillbilly" for awhile.
Before the big nurse nerf, Billy was actually considered the "High Skill Cap Powerful" killer. He kinda lost that after the Flick was removed and Nurse got her nerfs that made her so much more difficult to use.
After months of training, he became the surgeon we know. He barely has his own chainsaw under control and it feels like, he is getting carried away by it. More crazy and chaotic.
I miss flick, but both billies are great. They're around the same strength. Flick was the best for midrange saws. Now he's great for melee saws and longrange travelling
They did buff his base steering at some point though to compensate as mentioned by other users. It's much easier to navigate maps with him now and if you use a steering add on, it's absurdly hilarious how much he can turn.
How did the nurse got nerfed?
edit: she also had built in machine-gun when carrying people but that was a bug
