no one at high ranks fail skillchecks
And I mean, if the killer only has this totem then ok, but if he has this one and others perks it's completely broken lol

The hex effects persist as long as the related hex totem is standing.You have to use 2 perks for do something with hex totems, so i would say its balanced
If you find a dull, do the dull. THen all you can do is bait him, or know he is far, depends in the killer you will get time or not... if he downs someone run stright to the totem, you will save that guy or you will get the totem.
try to play killer with hex perk and see how it can be destroyed in 2 minutes.
All killers I've seen running it will drop someone they're carrying if the totem alert goes off... so there is some value for distraction.
