Using "net-version" (found here: https://github.com/danesparza/net-version) I get this:
The 4.6.1 installer just tells me there's a newer version already installed.
I should be all updated in general; running the win10pro spring upgrade (1803).
The only difference is that it's not running at all without Framework and crashing if any version of Framework is installed.
I've tried at least three versions: 4.6.1 (as suggested by developer), 4.6.2 and 4.7.2. Separate installation and all of them together. No difference.
Maybe you should add a proper version of .NET Framework into redist?
P.S. Tested on Windows 7 and Windows 10. Both are x64.

I hope this helps people that are not able to play the game. This has helped me with older games.
Is the dev still reading these forums? The initial fast response was promising, but there's been nothing but silence and updates that haven't fixed the issue...
Some people seem to get the launcher running, or at least showing some sign of life. That seems weird to me. Hardware incompatibility? Some weird language/region issue? If the problem exists on both win 7 and 10 then it's not the OS version at least...

Compared to your specs, do you see anything that might explain any of this? I've tried running the game on my single-monitor laptop as well; it's got an i7 of the same generation and an Nvidia 1060.
According to stuff I've read, newer versions of DirectX do not containt some components of DirectX 9.0c. I have no idea why. It makes running games that require 9.0c difficult. However, many Steam games require 9.0c and it is often available for manual install from a folder called redistributables. I suggest looking through your games to find a game that requires 9.0c and then looking through that game's main folder to see if redistributables exists. I already looked through Advent Risings folder and couldn't find it.
Edit: For whatever reason, installing 9.0c manually this way will often work despite the computer's claim, or something else, that you have a better version already.
Edit 2: You might also find a folder simply called DirectX, but make sure it's in a game's folder or you might not get the desired result.
This launcher either not run at all or crashes with a regular Windows error message. Depends on which version of Framework installed or not installed (see my previous post).
So we can't even access the game. How DirectX 9 or especially video codecs could be involved in this situation?
The launcher works for me but it doesn't fit my screen properly. I have no idea why it doesn't work for others. I also have no idea how DirectX 9.0c relates to the topic at hand. However, since someone suggested someone else try to install it, and that person was unable to, I thought I'd throw a suggestion to help get a successful 9.0c install. There's no reason to be snide.
I did not say I was unable to install it. I said when I ran the installation program, it (correctly) stated that it was already installed.
I know it sucks when you're trying to be helpful and it turns out the person you're talking to has already tried and discarded your suggestion.
But let's move on. If anyone has actually HAD this problem, with THIS GAME, and then SOLVED it, their suggestions and ideas are most welcome.
But please, just assume I've tried everything that can reasonably be called "common knowledge".
I was trying to quickly summarize; I misspoke and I apologize for that.
In regard to DirectX though, DirectX 10 and up do not contain certain parts of DirectX 9.0c, or this is what I've read at least. This means, even when a computer thinks it has better than 9.0c it still needs to be installed for a game that requires it. Also, even when you already have 9.0c installed, it's important to reinstally 9.0c for whatever game requires it. I don't know the technicals and so can't explain it. I only know that I've had to do it numerous times (over a couple hundred by now) and I usually require the redistributables from a game or I can't install it because Windows thinks I already have better. When I've tried to get it from Microsoft directly I've not had success, but games carry redistributables and generally allow me to install it correctly, but some don't. In short, just because your computer thinks you have better than 9.0c, or even have it installed, it's still good to (re)install it.
This is the last I'll say about DirectX, but one thing I've learned while using Steam is never assume something is "common knowledge."
