Performance issues on DOOM 2016
So, every time I play the game it runs on 60 FPS, then it will suddenly fall to 12 FPS.
It will get an occasional performance spike to 60 FPS for 1-2 seconds and then continue running sluggishly.
I have tried the following things to fix it, none of them worked:

Most of my attempts to run it have been in Open GL. From time to time I try to see if it will work in Vulkan.

NVIDIA GTX 1060, 32GB RAM, Intel I7 - 6 cores, WIn 10 in case anyone is interested.

- Uninstalling and reinstalling video drivers.
- Disabling steam and NVIDIA overlay.
- setting the number of threads to the number of CPU cores.
- setting the NVIDIA GPU as default for the game
- putting all settings on minimum.
- running as administrator
- running at WIn 7 compatibility
- running on Vulkan
- using the +renderAPI 1 command
- disabling the Razer ♥♥♥♥♥♥♥♥
- disabling/enabling Vsync, changing the screen's refresh rate

The only time it runs at a somewhat normal FPS is when it is set to the smallest resolution aspect 3x4 or 3x2 I cannot remember exactly at a resolution of 700x[something].

Maybe other things, but they do not come to mind at the moment.

Does anyone have any ideas?

Do not run on Vulkan. There are know compatibility issues with this. Go back to Open GL and set all your video settings to minimum.

Well, believe me or not, I have also tried that. Most of my test were on Open GL to be precise.

Have you tried verifying the files in Steam to check for file corruption? Go to library and then right click and check for file integrity. It might fix your problem.

Have you tried contacting Bethesda, the makers of Doom? You can go to their website and try to contact them with your problem. At this point it is the best advice I can give you. I just contacted them with a problem with a dark screen but have yet to hear back from them, but I only contacted them last night.

Is it a laptop or desktop computer?
Almost sounds like the PSU is giving up (if you have a desktop).

Also, have you tried to delete the folders in C:\Users\YOUR-COMPUTERS-NAME\AppData\Local\id Software & C:\Users\YOUR-COMPUTERS-NAME\Saved Games\id Software\DOOM\base ?

(You have to set "Show hidden folders in Windows" to access the appdata folder.)

This is nonsense. The only "known issues" are with nVidia's driver installer not updating Vulkan libraries.

To that end - OP, do a DDU driver wipe and clean installation of the latest nVidia drivers.

Did you try using Display Driver Uninstaller to remove your graphics drivers? I always DDU before updating drivers. I download DDU from Guru3D. There are many videos on YouTube that can tell you more about DDU. Here is short tutorial on the correct steps to use DDU.

-Download DDU, and the latest graphics drivers.
-Disconnect your PC from the internet to prevent windows from auto installing drivers.
-Restart PC in safe mode, to ensure nothing will interfere with DDU.
-Set next PC to boot to normal without restarting.
-Run DDU, it has a setting to remove vulkan stuff, find that and enable it.
-Use the DDU setting to restart your PC when it's done removing your drivers.
-Run Nvidia driver installer, select advanced install, and select Clean Install.

And actually now that I think of it. You should verify your Windows files before doing anything. To do this you will want to open Command Prompt as administration and run the command "sfc /scannow". Let that finish and it will tell you if it found any problems.

Also after that, trying using windows disk cleanup to remove shader caches. Not sure if DDU wipes that too. And then delete your game config files.

I've run Vulkan with my RTX2080 ever since I discovered that Nvidia's Photo Mode & Game Filter worked on that API, it doesn't work in OpenGL though. I enjoy taking some super rez screenshots with it.
Never ran into any issues and the game runs flawlessly with my 170hz G-Sync monitor.

It's an old meme that's been around for years, with no basis in reality.

People forget that Vulkan support in Doom was literally implemented by nVidia engineers working at id. Vulkan support in Doom was was part of the 10-series launch event.
