Gore is what makes a game good to you
Pretty much anything that made this game good was stolen from Brutal Doom: bloody executions, more detailed gore, an actually useful chainsaw, berserk pack enabling certain instakills that aren't just PunchOut bops, health incentives for additional violence. The only way it is really better as far as action is not having reloading, probably the most "original" design idea they had. They most likely did this because it's not a typical feature of Serious Sam or other arena shooters like Shadow Warrior 2013, which they seem to have taken a page from in designing creature encounters and even visual design.
However, 2016 Doom has more graphic/audio fidelity and those glory kills literally puts the violence right in your face. Ripping jaws off, limbs off, organs out then shoving said organ down throat. Breaking bones/necks, stomping heads. Lots of stuff. And of course gibbing is back. Wish gibbing was in more modern games these days, it's a shame.
When it comes down to it, I guess Brutal Doom is more violent. But saying that it makes Doom 2016 look like it's rated E for Everyone is just incorrect. I'd say that it's actually a very close call and I definitely wouldn't argue with anyone who disagreed with my saying Brutal Doom is the more violent game.
In the end though, both games are so over the top and ridiculous that the violence is just goofy fun. A whole heck of a lot of fun :D
No, you don't get pointlessly fetishized, overly long portions of violence but you get a game where "brutality" is a game mechanic and never stops the action.
Basically Doom have shinnier graphics, but they play very similar.
Also, Brutal Doom is aharder game.
TL:DR Doom 4 took concepts that were introduced in BD and made them better. I'd play the former a hundred times without ever touching the latter again, because it's simply obsolete.
