It can be made to play acceptable on an R7 260X, but that is somewhat more powerful than the R7 250, and has twice the VRAM.
You are also technically below CPU spec and slightly low on RAM. I would not risk the purchase unless you are comfortable refunding the game in the likely event that it is unplayable.

The performance was so bad that I asked for a refund and a candy.
But you have 2 hours to try it so go to the adventure, maybe they give a candy to you.
It's a shame it wouldn't work for you, but your machine is exactly like mine except I have a R9 380, and I can run it on high with 60fps, give or take.
