I can't remember what runes I had equipped as it was a while ago...but obviously the one that makes them take more damage while staggered is one to remove for this.
I kind of recall it being siege'd gauss to head, normal gauss to chest, then charged pistol to head. First mancubus I saw, which came early in the level with little support to worry about...2 siege mode gauss shots will kill it, so just normal fire the 2nd shot to stagger. The hs hitbox is extremely forgiving, so it shouldn't be much trouble. Just forget spamming normal pistol shots, and take the extra couple of seconds to charge.
-turn off that one rune that increases their dmg tolerance during stagger
-use charged pistol headshots (I'm assuming you're doing completionist stuff. So complete pistol upgrades first)
But I'm adding:
If you don't care about abusing checkpoints (well I guess it doesn't matter if you're still gonna try repeatedly), don't switch to pistol on stagger. Maintain your current weapon and see what damage you can get away with. But try and make it consistent. Then once you got the formula down. Bam. Charged pistol one shot.
