Did you set Vsync to adaptive? i had a similar problem with Vsync set to on.
Yeah, I know it's really old, but I've been playing everything that's been coming out with no issues. This is the first time I've had this sort of performance.
I tried with every type of vsync and it didn't seem to matter.
Guess I'll have to buy a new one.

Could you maybe benchmark another recent release, ideally one which is quite demanding and post the fps benchmark? I was of the impression that Doom isn't particularly demanding so if that was my rig and other more demanding games performed better I'd be thinking there was <something else> going on.
I play it on 1080p@Ultra and so far it was always at 60 FPS, not a single drop so far (just started the Argent Facility level).
Running Doom 1080p @ 60fps on Ultra settings. It's a constant 60fps from the two levels I have played so far. The CPU usage is low while the GPU usage is high.
Using 365.10 Driver.
I simply run a few programs to clean my registry, reset my computer and voilà! problem solved.
