EDIT: To be clear, I think it sucks that Bethesda doesn't have some sort of server support in place for Chinese players, and OP definitely doesn't have to own the game to feel burned by that, as it's likely the reason he doesn't.
Google IP address blocks (a series of /16 and /20 supernet's) are blocked on mainland China. This shouldnt be news to you. If you want to play multiplayer, you're going to need to use a reliable proxy service, or ideally a SSTP VPN service. IPSEC and L2TP are easily spotted vpn protocols so you'll want to avoid them.
I'd suggest using 12VPN as a starting point.
