Report a translation problem
a common problem that AMD knows about, i filed a report about it a few weeks ago and i suggest you do the same so they know.
Thanks for backing me up here! I already filed the report to AMD and also to Bethesda at the same time with this thread. A guy from Bethesda / DOOM Support Team already checked back advising me to verify integrity of game cache via Steam. I'm currently doing this and will see what happens next... probably nothing will change until a new updated driver / patch pops up in the next days / weeks.
LE: Nothing changed after verifying the game cache, so I guess we'll have to wait for AMD / Bethesda to come up with a fix.
first thought that my GPU was broken or something (OC to 1150 Mhz and memory to 1500mhz mv +40) temps where around 70 C (40 - 45 over delta).
If you use OpenGL4.5, the game doesn't flicker. But, if you have shadow quality at nightmare, or AA at x16, you'll have to turn those settings down one so you don't constantly drop 10-15 fps. I hope this issue is fixed soon.
Guys, sadly the issue was not ironed out in Crimson 16.8.2 that was released yesterday.

If you people also bring the issue to their attention maybe it will make a difference in the future Crimson releases. Just sayin'...
You only lose two to three fps still over 95fps
Anyways, I'll keep in mind your advice if the issue comes back sometime down the line.
I just marked the post as solved because after AMD released the new Crimson 16.9.1 Hotfix (with Vulkan RT 1.0.21) this is not an issue anymore.

I already filled out the report to AMD via http://www.amd.com/report and downgraded back to the previous stable version Crimson 16.11.5.
Thanks to BlackIronWolf solution too, the problem is temporarily fixed.
I'll follow the thread for any update.
You're welcome, now we'll have to wait for Khronos to fix the issue in their new Vulkan Driver and then hopefully AMD will integrate the patched driver quickly in the upcoming Crimson ReLive updates (16.12.x, 17.1.x...). How long will it take remains to be seen.
