That's because I suspect it's running only in borderless in vulcan, even when you select fullscreen. Opengl is running fullscreen.
Borderless run with desktop composition (which is for all intents and purposes similar to vsync). If you use windows 7, you can use basic instead of aero to disable DWM. But with windows 8-10, you can't easily disable it.

Have you tried disabling the build-in chroma lighting in doom settings? It fixed the issue for me, If you have a razer keyboard.
Good catch, Razor does make frames drop. Lucky I can see all my farmes so it doesn't matter.

But to be honest....normally you shouldn't feel the difference between 60 or 100 fps.
For the mouse, i didn't have this prolem in Doom, but it is freaking annoying and experienced it in other games.
Switching to Borderless Windowed mode helped me in many cases.
