What Vulkan has over OpenGL is far better optimization (game will run faster, less stutter, etc) and SLI/Crossfire support (allows people to use more than 1 graphics card if they have multiple GPUs in their system)
Vulkan is a new API and people are excited to see how a AAA developer implements it and what sort of performance gains can be utilized from it.
You should not need to download anything out of the ordinary; both AMD and Nvidia's recent driver packages contain everything you need to use Vulkan and the patch containing Vulkan will automatically download and update DOOM when it is available.
As long as your graphics card drivers are up to date, all you need to do is wait until id releases the patch for DOOM, download it, and POSSIBLY enable vulkan in game (or before the game launches) and it should work.
When it arrives you'll get more fps if your PC is capable of handling it.
