Why would it? Obviously a Bethesda account ban would only affect that which is associated with a Bethesda account.
D16 does send data back to Beth, and via Steam does have access to any linked Bethnet accounts. They *could* have made it work, they just chose not to.
I simply cannot see how cheating is not against the terms of using a piece of software.
I see no reason why Bethesda or Steam could not restrict online access for these players.
Bethesda could. Steam has no obligation or reason to.
And I say Bethesda *could* - but it's a dead game that hasn't been maintained in half a decade. They clearly aren't going to spend any money on implementing and staffing a ban system. They barely even do that for a live service game like Quake Champions.

I have to correct you: Using an external program doesn't necessarily mean that a person is cheating, or is trying to gain an advantage. On many games, third-party utilities are necessary just in order to get a playable experience. (E.g correct FOV, decent input latency, re-mapped keys, true AA, etc.)
