Either way don't pay too much attention to story details. They made the game first and then made up a plot to give you an excuse to run around kill demons. Which I'm completely fine with.
Actually the story itself is fine and doesn't have inconsistencies like many other games.
Olivia Pierce says at some point to Samuel Hayden: "more sacrifices will be needed", which I think has to be taken literally. Afterwards in the game you'll even find a sacrifical chamber.
The reason the scientists call this "dimension" hell, is because those sacrifice rituals appear to work (they use them after all). Those symbols like pentagrams and such have always been refered to hell by ancient literature.
