Turn off V-sync
I have no problems with Doom and most of the time having 200FPS with everything maxed out with a GTX 1080.
Also if you turning off v sync, make sure, to restart the game, as it caused me screen tearing, but when I restarted the game, the tearing stopped and having a smooth and awesome gameplay.
I've tried that, and everything else. It's an issue with the game. See here.
I've sent a bug report to the developers with repro steps; hopefully they fix this soon.
