Keep in mind, the SP demo worked ok(lowest settings) and RAGE is actually smoother than expected...
The game requires a dedicated graphics card, which your laptop is lacking in. It may be able to run RAGE and the DOOM demo, but the minimum specs on the store page require a system with a dedicated graphics card.

Ugh... got the DDU(thanks), was able to restart then reinstalled from the link. NOW instead of a small blue screen of error report, its a black screen for 30sec or so, then crash report screen on the top left corner. I thought I made it. Dont know what else to do as I see so many utube vids with people runing this on potatoes...

Potatos with discrete GPUs, which you DO NOT HAVE.
You have no gaming capable graphics device - not even an old one. Intel iGPUs are specifically not supported, because they specifically don't always support all GL function calls required to run the game.
You have a system that is essentially incapable of running the game.
In rare cases, it can be made to work at extremely low framerate and details.
If you intend to game on a given PC, please make sure that is has some sort of consideration given to any form of gaming.

Yes, it can, but it isn't guaranteed, and it isn't an acceptable level of play.
Better off buying a Switch.
