Multiplayer Connection Issues

i am very frustrated about how poorly this game multiplayer servers perform, first i was able to play the game fine before the 12th of july and after that booom i can even join a single multiplayer match, every time i enter a lobby it says connecting and then i get kicked back to the main menu after checking the console command i see this error [not connected, dropping packet] i am very angry as i want to 100% complete this game's achievements and i can't join a single multiplayer match to even play, i have contacted the support and i tried every possible solution but all in vein.
Please any suggestions is really appreciated as this issue is driving me crazy.
BTW i can play any multiplayer game except doom even quake champions which is in early access is very playable compared to doom multiplayer.

Here are the list of solutions i tried already:
1-Verify the game's integrity.
2-Diable my routers firewall and my windows defender firewall and unistalling my antivirus.
3-forwarding doom ports both in my windows and my router.
4-flushing my DNS servers and then using googles public DNS 8.8.8.8 and 8.8.4.4.
5-changed the firmware of my router.
6-tethering a smartphone with different ISP.
7-reseting my pc.
8-Clean install of windows.
9-Reseting my router 100 times.
10-deleting some files and letting steam download them.
11-configured a static IP to my computer.
12-Running the game as administrator.
13-Disabled steam overlay and windows 10 full screen optimization.
14-lowering my game graphical settings and diabling some audio features and razor chroma.
15-Doing a clean boot.
Games like Quake Champions, Team Fortress 2, Left4dead 2, League of Legends all work very well without any issues except DOOM.

Do you recall installing any new software at that time as it may cause a conflict?

man i did a clean install of windows without any softwares and still it didn't work same stupid issue.

I think this is not allowed by steam as VPNs can get me banned.

yeah i tried that still didn't work.
BTW changing the download region doesn't affect the multiplayer, they only affect the game download servers

The option in-game that lets you select NA/EU/AP.

I think this issue exists beacuse my devil ISP blocked all ports using VOIP feature so i think doom is affected some how.

this is what u get when u live in Egypt we have the worst internet speed, ping, no upload speed, limited quota and above all very high internet price.

Same here, some days it works fine, other days it just sucks. The game servers are crap honestly, they should do something about it

how do u experience the issue does it say "not conneted, Dropping Packet" or what i was not able to play the game since 12/7/2018

I just did a search on this out of curiosity. Rainbow Six players started having this same problem in Egypt late last year. The complaints I read also said it was due to the voip ban.

Sadly we here in Egypt live in hell i want to share with u some of the sufferings we suffer in this country:
1-Worst internet services u can image like limited quota (100 gb with 5mbs and when finished the speed will be 1 mbs), closed ports, expensive, many internet shortages, very poor support, very high ping (i some time encounter 60000 ms), etc.
2-Poor currency with an avg salary 2000 EGP/ month, 1USD = 17.78 EGP (AVG.)
3-very poor bank services (most banks don't offer buying online services and some banks only allow buying online when having a gold or platinum C.Cards.
I can go all day about this.
