Neural Network update came, game gone...
Runs fine on my Windows 10, and with new update
I've looked into this problem and on my side I found that launching from Steam doesn't work. I had to go to my Doom install folder and run Doomx64vk.exe (Vulkan) which runs fine and loads immediately with no waiting time.
Doomx64.exe (OpenGL) seems to be broken.
YMMV.
Since you don't have the mouse icon next to your name, I'm assuming you already refunded but I thought I'd say a little that may help you in the future. When asking for help, post your specs. If you don't know how, say so and someone will probably help you do so.
The website you linked to has a support center link at the very bottom of it, though this is the first time I've been to Bethesda's website so I can't speak of how useful it is.
I run this game on a laptop that struggles to give me a steady 25 fps with all settings low/off, when looking at my feet. I highly doubt the game is the problem. Unless it's specific bugs, I have found that game issues are, more often than not, from conflicting hardware and/or software combinations rather than a game itself.
I'm not sure how my tone comes off, but it is not my intention to be rude or mean.
Office reinstalled the VC+ runtimes. I uninstalled them and re-downloaded from MS.

Reinstallertion
Graphics driver update
Virus scanner disabled (Windows Defender)
Delete the config folder
