DOOM doesn't work on Windows 10

Doom works just fine on Windows 10. There must be another reason.

My PC shouldn't be having any issues running it. It just stays on a black screen the entire time.

Try right-clicking the game executable in the installation directory, selecting properties, in the compatibility tab test with different settings in the display scaling option or whatever it's called on the newest Win10 update (I haven't updated so can't check).

Last Week it runs fine on Win 10. Now, after the update, I also get only a Black Screen. I can see in the Taskmanager that there was a lot of Disk actifitie, and then it stops, and only 1 Core of the CPU is running at max. Maybee something with the 4K update? I have a GeForxte GTX 960 with a 2 Monitor setup.

Win 10 Pro here build 17331.1 Nvidia 391.01

I've looked into this problem and on my side I found that launching from Steam doesn't work. I had to go to my Doom install folder and run Doomx64vk.exe (Vulkan) which runs fine and loads immediately with no waiting time.

Doomx64.exe (OpenGL) seems to be broken.

YMMV.

I loaded Doom64 today but my laptop keyboard won't operate movement or opening with the indicated keys. Can't find anyone to help and the Bethesda.net website doesn't allow any request for help. If this continues I will ask for refund and remember the trouble from such poorly ran software.

Since you don't have the mouse icon next to your name, I'm assuming you already refunded but I thought I'd say a little that may help you in the future. When asking for help, post your specs. If you don't know how, say so and someone will probably help you do so.

The website you linked to has a support center link at the very bottom of it, though this is the first time I've been to Bethesda's website so I can't speak of how useful it is.

I run this game on a laptop that struggles to give me a steady 25 fps with all settings low/off, when looking at my feet. I highly doubt the game is the problem. Unless it's specific bugs, I have found that game issues are, more often than not, from conflicting hardware and/or software combinations rather than a game itself.

I'm not sure how my tone comes off, but it is not my intention to be rude or mean.

I just had my battle with Doom as well. I was able to launch and play it without any problems. Then I uninstalled Office 356 and installed Office 2019. Only a black screen in Vulkan and OpenGL.
Office reinstalled the VC+ runtimes. I uninstalled them and re-downloaded from MS.

Reinstallertion
Graphics driver update
Virus scanner disabled (Windows Defender)
Delete the config folder
