I thought about it, but I want use the scroll wheel.
The weapon order is so awkward, things like the plasmagun before the chaingun and the super shotgun freaks me out.

I think they more closely mirrored the Quake 2 weapon order. Not perfectly, but closer than to original Doom.

Maybe back in the day when most of us sucked at shooters (Quake 2 being the first shooter to include WASD and default to mouselook as always on) it was longer, but Quake 2 can be run in about 20 minutes.
Playing Quake 2 now is like playing an Atari game - simplistic, almost quaint. Even on the hardest difficulty, it's not a hard or long playing game. Again, it was in many ways the first "modern" 3D shooter, and it's novelty was what gave it a steep learning curve, but it was simple, quick to complete, and extremely basic compared to Doom (2016).
Nostalgia goggles are a powerful thing.
It should be noted that Quake 2 is still my favorite shooter of all time, but it is not a long game once you have played any more modern shooters.
There is, but not in an existing playthrough. The weapon cycle order is defined by the order in which you unlocked the weapons.
You always get the Pistol and Shotgun first, but if you skip the Assault and Plasma Rifles in the second level (Resource Operations), and pick up the secret Rocket Launcher in the third level (Foundry), the Rocket Launcher will become your third scroll weapon after the Shotgun. (Instead of the usual fifth.)
If you then get the Plasma Rifle in the beginning of the next level (Argent Facility), it will become your fourth scroll weapon after the Rocket Launcher.
It's not a very reliable system because it means you will probably end up with a slightly different order in every playthrough. As others have stated, getting used to the number keys is much better.
That said, nothing seems to be stopping you from building a playthrough in which the Gauss Cannon is your third scroll weapon. Could be done for a laugh.
I know it may feel uncomfortable at first, but I highly recommend you abandon the scroll-wheel method and get used to selecting weapons via keyboard/mouse buttons. It's much faster and more efficient. You get used to it quickly. I assign the scroll wheel to different actions. Like I assign the scroll wheel up for switching weapon attachments, for example.
And in Doom Eternal, I use scroll wheel up to switch weapon attachments. And scroll wheel down for Flame Belch. I find this to be quicker and easier than pressing the keyboard button for those actions.
